The Forum
Background
Rapid urbanisation creates drastic challenges in terms of food security, housing, infrastructure, health, education, livelihoods, safety and natural resources. But cities are also powerhouses of economic growth, catalysts for inclusion and innovation, as well as hubs for ideas, commerce, culture, science, productivity and social development. In other terms, cities have a key role to play to address the social, economic and environmental facets of development.
The New European Consensus thus considers the achievement of the Sustainable Development Goals as strongly dependent on the active involvement of Local and Regional Authorities. It also commits the European Union and the Member States to strengthen their cooperation through decentralised cooperation and twinning.
Co-organised by the European Commission and the European Committee of the Regions, the Forum on “Cities and Regions for Development Cooperation – Local and regional partnerships for sustainable urban development” will bring together European institutions and Local and Regional Authorities from the EU and from Partner countries in Brussels on 4-5 February 2019.
The Forum aims at strengthening the policy dialogue between the EU institutions and Local and Regional Authorities from both Europe and partner countries.
Expected results
Strategic policy recommendations on sustainable urban development are formulated by the participants and conveyed to the EU institutions
Good practices with scale-up potential in terms of twinning and partnerships between Local and Regional Authorities are showcased
More Local and Regional Authorities worldwide are engaged in partnership and in twinning to localise the SDGs, notably SDG 11 “Making cities inclusive, safe, resilient and sustainable”

Programme
The first part of the Forum will be organised around panel discussions, while the second part is built on an interactive “Open Space methodology”, clustered around the 5Ps of the New European Consensus, namely Partnership, Peace, People, Planet and Prosperity, where participants will discuss topics of their interest and generate insights and recommendations directed to the European institutions.
Additional activities and venues alongside the Forum will include:
- An exhibition with stands on decentralised cooperation initiatives
- Side events organised by partners, to maximize synergies.
- A networking area for elected representatives and practitioners to meet.
